Why people actually do this
The stated reason is usually curiosity. The real reasons are more specific, and they show up consistently in what people talk about.
Practising a language. The single largest category. Talking to a native speaker is the fastest free way to improve, and it is available at any hour.
Talking without consequences. A stranger has no history with you, no expectations, and no stake in what you say. That is genuinely valuable when you need to think something through out loud.
Loneliness at odd hours. The demand for random chat peaks between midnight and 4am, consistently, across every time zone. There is always someone awake.
Finding people who share an interest. Niche hobbies are hard to find locally. Somewhere in a pool of thousands, someone else cares about the same obscure thing.
Why it usually goes badly

Interests-first matching gives a conversation a starting point. Device verification keeps bots out of the pool. Staffed 24/7 moderation, permanent blocking and network-level bans handle the behaviour problem. Friend requests and message requests mean a good conversation can survive past the session.
None of that is exotic engineering. It is just the set of things the category decided not to build.
Getting a good conversation out of it
Open with something specific rather than a greeting. Give the other person something to answer that is not a formality. Expect that most conversations will be short — that is the nature of randomness — and treat the occasional good one as the point rather than the exception.
And if it is good, send a friend request before you skip. That is the difference between talking to a stranger and meeting one.
